Sanitation

The Shillong Cantt. Board is responsible for cleaning of streets, drains, collection of garbage as well as control of nuisance and removal of vegetation in the Civil Area of Cantonment. Conservancy services are also rendered to the troops as per the terms of agreement executed between the Cantonment Board and the Station Commander. For smooth and efficient functioning of the sanitation Cantonment has been divided into two zones which have been further subdivided into the circles.

Efforts are being put to augment the sanitation profile of the Cantt. by public co-operation, detailment of additional manpower through contract and invoking panel provision under the Cantt. Act. The system of collection, transportation and disposal of garbage is also being mechanized by inclusion of a tipper truck in the Conservancy fleet.

Public Convenience

Maintenance of one Public toilets has been outsourced by the Cantt. Board and two dilapidated structures of group latrines are under consideration for replacement by new modern type of public convenience facility.

Control of Nuisance

For cleanliness of the Cantt. Area, participation and co-operation of the public is being requested/ solicited. Further the offenders are being issued the notice under various sections of the Cantt. Act for control of nuisance and further action accordingly.

Conservancy truck-1 and 2-mini truck are available for collection of garbage from bins provided at various places in Cantonment Area.

Trenching Ground

Cantonment Board does not maintain any trenching ground. The garbage collected from Cantt. Area is being disposed off at the trenching ground of Municipal Board on Annual payment of Rs. 24000.00

Anti Malaria Measures

Mosquito control measures have been adopted by use of larvicide and insecticides. Spray work is carried out round the year. Fly control measures are also undertaken during the summer and rainy season.

Health Licensing

The Trade license is required to be obtained by the hawkers, eatable establishments and traders described under Section 277 of Cantonment Act, 2006.

The validity period of licence is one year i.e. 1st April of each year to 31st March of next year subject to the suspension/termination of the same by the competent authority.

The prescribed application forms for issue of license either may be purchased from the office of the Cantonment Board or same can be down loaded from the website. The cost of application form for retail traders is Rs. 25.00 and for wholeseller is Rs. 50/- only. The form duly completed are to be deposited in the Cant. Board Office along with the licence fee which is subject to approval of the Board. The unit is inspected by the AHO & observation if any are communicated for rectification.

The application of license is referred to the Board for approval after completing the requisite reports and deposit of fee. Trading without licence is an offence under the Cantonment Act, 2006.

Dispensary

Cantonment Act, 2006 obligates Cantonment Board to provide basic health services to all the citizens residing within the Cantonment limits. Shillong Cantonment Board has established an outdoor patient dispensary since February 1954 for providing medical care to the inhabitants of Cantonment Area, Staff of Cantonment Board and other Defence civilian staff of various departments. The Dispensary is functioning successfully to cater to the health needs of Cantonment Residents, employees and to the people of adjoining area including Municipal Area , Syiem of Mylliem, Mawprem.

The Board is actively considering the specialist services in the field of General Medicines, ENT and Pediatrics either by engagement on contract basis or private sector on profit sharing basis. The consultation fees/charges shall be decided by the Board as and when the engagement is finalized. However, the OPD fee for specialized services would be distinctly decided for the resident of Cantonment and others. Pathology services are also in consideration to augment the health/medical services. Dental Service has been Inaugurated on 09/09/2017. The Gynaecologist Inaugurated on 12/09/2018.

Free treatment is being provided to the people of downtrodden society i.e. below poverty line in Cantonment Area. X-ray services are available twice in a week.

Birth & Death Registration

The registration of Births and Deaths is a statutory provision as such the citizens and concerned officials are required to submit the information in the prescribed format.

Births and deaths within the cantonment limits are being registered in the Cantonment Board Office and certificates for the same are issued accordingly.

In case of delay in registration, following procedures have been laid down for registration of Births and Deaths.

  • Upto to one month on payment on production of Doctors Certificate.
  • More than one month and up to a period of one year, on production of an affidavit made before the notary public or any other officer authorized in his behalf.
  • More than one year - written orders of  Ist Class Magistrate
